Electronic learning (e-learning) has become a mandatory study tool for every higher education centre. E-learning is defined by Derek Stockley (2003) as the delivery of a learning, training or education program by electronic means. E-learning involves the use of a computer or electronic device (e.g. a mobile phone) in some way to provide training, educational or learning material. Normally, e-learning can found in the university intranet but only certain group of people (students and staffs) can gain access to it with provided passwords.


From the favourable perspective, e-learning does give students flexibility, accessibility and convenience. Student can assess their learning material any time they want at their convenience. For example, student who do not have class on the particular day do not purposely come to university to collect notes. They can download the material from e-learning and self-study at home. Besides, this move indirectly enhances environmental friendly among student. This is because student can read in soft copy and eliminate the use of paper.


Another advantage would be it provides the most up to date information between students and lecturers. Lecturer can easily make any announcement any time via this online function to the student without face to face. With that, student will get the latest information and changes without waiting until the day they met their lecturers during lecture classes.


Nevertheless, the cons are still meant to exist. The adoption of e-learning by most high education centre has proved that it is indeed a useful tool. However, the connectivity problem and web page problem always cause hassle to the users. As a student who is currently using e-learning system, I have experienced this for countless time. There has been a situation which causes our class unable to progress where it is solely depends on e-learning for the learning process.


Besides, the unattractive and uncreative e-learning system design in Malaysia higher institution tends to makes student get bored with it. Hence, they are reluctant and tend to be uninterested to browse through the e-learning site which they are suppose to do so. Moreover, only certain information can be posted in the e-learning since face-to-face is still the best way to inform and clarify an important issue.


In conclusion, e-learning system has its own pros and cons. To make it as a successful system, each party that involve needs to play their part respectively. Therefore, to justify whether it is an important system it is all depends on the user.

E- government is what we known as the electronic government is the use of information and communication technology in the government administration. Malaysia is also one of the countries that introduce the e-government policy. When Malaysia introduced the Multimedia Super Corridor (MSC) in 1996, the government has started to implement the e-government in the administration to lead the nation to a technology world. Basically, e-government is one of the seven flagship applications introduced in MSC. The purpose of it is to jump start and boost the growth of MSC, enhance the national competitiveness in the world and many more.

Under the e-government, there are 7 main projects identified to be the main of the e-government applications.

1. Generic Office Environment (GOE)
2. Electronic Procurement (eP)
3. Human Resources Management Information System (HRMIS)
4. Project Monitoring System (PMS)
5. Electronic Services Delivery (eServices)
6. Electronic Labor Exchange (ELX)
7. E- Syariah

1. Generic Office Environment (GOE)
The purpose of the GOE is to use the multimedia information technology to provide an integrated, efficient and effective office environment for the workers. By doing so, the workers can fully utilized the system that they have to create a more efficient communication between the workers plus ensuring right information reaching the right people in a timely manner.

Under the GOE project there are 3 phases which consists of Pilot Phase, Operational Review Phase and Rollout Phase.
Pilot phase - system will be developed and implemented in the Prime Minister, Deputy Prime Minister and other Ministers office.
Operational Review Phase – Performance of the suppliers will be reviewed and for extension to all other agencies
Rollout Phase – system is being rollout to other government agencies with focus on moving the Ministries to Putrajaya.

In my opinion, Malaysia has implement all the 3 phases and it has been bring out smoothly and successfully as most of the ministries has move to Putrajaya.

2. Electronic Procurement (eP) Project
The purpose of the project is to restructure and transform the current procurement system into a more efficient system. The project include central contract, tender and direct purchase. With the implementation of eP, the government hope that it will increase transparency, saves time and reduce cost. Besides that, it also encourages suppliers to go online.

In my opinion, from what I see is that the government has done this part quite well and most of the things now are computerized such as paying our personal tax, cukai tanah, renewing passports and others. However, more improvement is needed.

3. Human Resource management Information System (HRMIS)
HRMIS main objective is to provide single interface for government servants to perform human resources functions effectively and efficiently in an integrated environment. It also help to standardize all human resource processes for federal, state, statutory body and other local authority services. Besides that, they also provide transactional functions like leave application, loan processing and selection of employees.

The project was started in 1999 however due to certain issues, the project only being completed in 2006. So, for the time being in year 2009, the project is well implemented in the government administration.

4. Project Monitoring system (PMS)
PMS is a system designed that provide a mechanism for monitoring the implementation of government projects in Malaysia. The service also provides a platform for exchanging ideas and demonstrating best practices models in information management and communication services. Usually, the system will monitor projects like e-government projects, five years development plan projects such as Iskandar Development Malaysia, Northern Corridor Economic Region, East Coast Economic Region and others.

The system was first implemented in 1998 which monitor some of the Malaysia’s Seventh Development Plan projects. Later on, it was expanded to federal agencies throughout the country. At the moment, the post implementation activities are still going on such as assessment of additional Project Monitoring System (PMS) II and other new activities too.

5. Electronic Services Delivery (eServices)
eServices project is a project hat allows the Malaysian citizen to involve in transactions with government and utilities payments. The include payment of road tax, personal tax, house electricity bill, PTPTN loan and many more. The payment usually will be done through internet or the kiosk machines.

Basically there are 3 phases under eServices project. The first phase includes the electricity, water and summons payment services which are only focus in Klang Valley. The second phase is where the payment services are extended to the whole nation including Sabah and Sarawak. Up to now the first and second phase has completed. However, the third phase which is the vehicle registration and MOH information services Proof-of-Concept is still in progress.

6. Electronic Labor Exchange (ELX)
The purpose of ELX is to improve the mobilization of human resources and fully utilized the government servants through a systematic matching of job seekers towards the job vacancies available in the government administration. The Ministry of Human Resources is playing a vital role in the project.

The project was started in November 2000 and it is completed in 14 months. Until February 2005, about 11 thousand people are looking for job and almost 500 employers were registered. A total of almost 3500 vacancies posted resulting in around 21000 jobs matched. This show that the project is a success as the outcome is positive.

7. E-Syariah
The E-Syariah was firstly introduced in 2002. The project is to improve the quality of service in Syariah courts where they allow the judges to access into past cases and have all the information that they need for a particular case quicker than before.
Up to 2005, the project is 92% completed and the now the project is fully completed.

As we can see from the above, the government has implement a lot of projects for the convenience and benefit of the people and nation, therefore, we as a citizen of Malaysia, we are encourage to use the e-government services as it gives us a lot of benefits and convenience. I’m sure that most of the people will think that the online service is too risky as our personal data may be hacked by outsiders. It is normal to think so but I believe that the government is trying their best to ensure that all the users’ data is being kept properly. Therefore, try it out so that citizen will be realizing the benefit of the service.

Nowadays, there are a lot of ways to cheat people through the internet. One of it is cheating through beauty care products which have commented in the website. Beauty care product like lipsticks, facial masks, makeup products is a multi million dollar business. Thus, if a cosmetic company like L’Oreal, Maybelline, and M.A.C manage to capture the public women’s heart through their new products, then all the directors will be smiling during the annual general meeting when announcing the dividend rate. In lay man term says that women money is much more easier to earn and eventually I agree with the statement. As we can see nowadays, most of the women do own beauty care products and it is normal.

Most of the beauty care products will have a sweet name like “My Beauty” or attractive advertisement where it will attract youngsters to enter into the website to have a look since they are curious on it. When the users see the product and the price tag is “CHEAP” then they are excited and intent to buy it since they don’t want to miss the chance to get the product at discount. As a result, I would conclude that users need to be careful when buying products online and don’t get too excited when we found out that the product is cheap. “Cheap price doesn’t come with good quality product.”

Besides that, try to avoid buying products online especially beauty care products where sometimes it can cost us up to hundreds easily. This reason is because we didn’t see the product with our eye and we don’t know what the content of the product. We can only see it through photo which is posted on the website. Therefore, it is quite risky for users to buy it without confirming it at first. In my opinion, I personally do not believe in online purchasing as I can’t see and touch the products. I would prefer to go to the shopping malls to purchase goods as it is more secure and certain products can be returned if there is any wrong on the products.

Besides that, we also don’t know whether the website is it legal or it is just a fictitious website. If the website is illegal or fictitious then the money we paid for the products will be classified as permanent loss.

As a conclusion, if you are regular customer of buying goods online, please be cautious when you buy the products and make sure you get a guarantee from the website to prove that the website is truly legal. As for the people who don’t shop online, please continue with the attitude to avoid any problems happen when purchasing online.






A review on a post on e-tailing from My E-commerce blog


First seeing this post the reaction gave was “wow touch and go and fast food”; am I going to swipe the touch and go like credit card when buying a set of Burger King? That sounds good and great. Touch and go has finally shown some improvement by using the card in other application. It will be wasteful if the card in the wallet just can be used to pay for transportation fees.


Touch and go is actually a card which is widely use by most Malaysian in their daily lives. It is a pre-loaded cash card which always use for toll payment or Rapid KL bus fare payment and KTM fare payment.


This card do really helps Malaysian a lot particularly to those who live in big cities. By using touch and go in paying transportation fees, we can prevent long queue and therefore save our time to reach a destination. On the other hand, the card reduces those who drive being caught in jam at the toll house.


However, as a touch and go user I would like to voice out few troubles I have met while using this card. Firstly, touch and go really lacks counter for topping up the cards. Even the big shopping centre like Midvalley Megamall and the KTM station does not have counter to reload the touch and go. This really troubles me when I’m using it to pay my KTM fare.


Secondly, although Maybank Automated Teller Machine (ATM) does provide the top up service, still only certain Maybank ATM offers this service. Besides, if is topping by using the Maybank ATM, the minimum amount to be reloaded each time must be more than RM50 which may be little burden for a student who are less in travelling.


Anyhow, that is not the worst I have faced. I have been stuck in the LRT station and not able to come out from the exit due to the card problem even I have enough money in my card. The customer service for touch and go is also disappointing. The card problem could not be solved in LRT station itself but has to be taken to the main office.


In conclusion, I would like to recommend improving the service before the expansion usage of touch and go. Improve customer satisfaction and their convenience should be their first objective now.

Mobile payment systems in Malaysia: It's potentials and consumer's adoption strategies

Mobile payment which is widely known as M-payment is a type of payment method through mobile devices such as mobile phone, personal digital assistant (PDA) and smart phone. This payment method provides another alternative of making payment. Instead of paying using credit card, cheque and cash, M-payment is just the same which allow consumer to purchase hard and digital goods as well as services.


Basically, m-payment can be divided into 4 categories which are:

1. SMS based transactional payments- SMS based transactional payments just works by sending a short message to make payment and is charge through phone bills.

2. Direct mobile billing – This is actually a mobile billing option rather than using credit cards and pay pal to make purchases. Money will be deducted from the consumer’s mobile account once the authentication is made.

3. Mobile web payments (WAP) - This method can be said as paypal in the mobile. This is because it depends on wireless application protocol (WAP) to access to the internet instead of using PC.

4. Contactless near field communication (NFC) – This is something similar to smart tag which applies in Malaysia. The smart card will be pluck in to the mobile device and when purchasing, the customer will wave the device near the reader.


M-payment is highly potential to be implemented in Malaysia. Since Malaysian which with the age 18 and above owns a mobile phone, m-payment is likely to gain its popularity in the near future. The wish of many Malaysian to go out shopping securely without having thick wallet in their pockets will be granted if m-payment become a trend in the near future. Young Malaysian who are pursuing to have convenience and time saving purchases will most like supporting this m-payment method. Besides, m-payment is just at its developing stage; therefore the space of improvement is still very big in Malaysia. Moreover, there are more and more companies and merchants showing interest to implement m-payment to their business too.


To implement m-payment in Malaysia, few strategies are recommended. Firstly, the customers need to be educated on how to function m-payment. Secondly, the risk of using m-payment should be minimized and security measure should be implemented to enhance customers confident. Thirdly, the target group should be focus and youngster who are mostly mobile users. Lastly, to expose more people with this technology, it should be widely advertise and publicize to gain people awareness.
